It is 20 days after _publication in the Official Journal_, which is supposed 
to happen in September but no one really knows exactly when (as usual).

OK, so that means that CTR21 is effective as of  August 11th, 1998 in all
Member States.  I knew there had to be some delay, but didn't know how
long.  Assuming that it will take Notified Bodies about 20 days to get the
paperwork done, you should be able to use your national approvals to CTR21
for pan-European purposes by the time CTR21 becomes effective.
