At the latest NEMKO TBM seminar a Russian EMC engineer presented to the group.  
It was difficult to get a straight answer as he didn't speak english and had a 
non-technical interpreter but here's the jist of what I know:

RUSSIA  (Through NEMKO-Direct)

1.  This entire system is currently under review, but remember, Russia has 1200 
GOST labs they need to keep in business.
2.  Mandatory safety and EMC.  (includes immunity, similar to EN's).
3.  Takes approximately 3-4 weeks.
4.  EMC testing must be done at NEMKO's own lab.  (or GOST accredited lab)
5.  Safety mark is mandatory with a control number.
6.  Additional Hygienic tests required by GOST lab.  
7.  Cost approximately $6000 for all testing plus a mere 0.5% of total volume 
shipped.
8.  Or, you can save the hassle of all that silly testing and just "SHOW ME THE 
MONEY" and pay for a batch certificate at 0.5% of expected volume, don't even 
ask if its refundable.

The Ukraine has similar policies of paying for a "batch certificate".  My 
interpretation of these requirements is "SHOW ME THE MONEY".  They make it a 
real pain to get EMC/SAFETY/HYGIENIC approval so everyone will just pay the 0.5%
of your expected volume, receive a batch certificate and your done.

I have heard rumors that Russia has an EMC law in effect right now. Can
anyone substantiate this?
