It has been a long time since I have worked with T1 but a few things come to mind. 10^-6 would be more than an error per second and would generate constant frame alarms. Probably anything less than 10^-9 would generate error reports of some kind (I have seen lightning storms run the rate down to 10^-8 or -9). My guess would be >10^-12 or -13 for normal operation.
