My understanding is that under the IECEE Rules a certification organization
must qualify for each new version of the IEC Standard.  That is, if your
certification organization was assessed on its capabilities to test to
version A, it must requalify itself to test to version B.  In most cases
that is not a big issue technically, but it must be done if the
organization wants to publish legal certificates.

What I am not so sure of (will have to go through my latest version of the
rules) is
whether the country in which the issuing certification organization resides
must adopt version B as its national standard, before a qualified
organization domiciled in that country can issue certificates to issue B.
