John: I've never heard of the reqt you've stated below but I doubt the 15 kV reqt is for contact discharge. Although there are a number of ESD simulator vendors that can achieve 15 kV contact discharge levels, there are no specifications that warrant testing beyond 8 kV contact discharge. A good tip would be to look for references to IEC 1000-4-2 (801-2) in the specification you've quoted--if its in there, I suspect the reqt for 15 kV is for air discharge only.
