I still feel like a beginner and I have been at this for some
time.

Telecommunication means different things to different people.
To compliance types, it means products that directly connect
to the public network and therefore require type approval.

Anyone on the email list could go through pages explaining the
different country requirements for telecommunication equipment
and you would still not learn everything.

I'll start with a few basics.

In the US, telecommunication equipment requires Safety, emissions
and telecomm approval.  First you'll need to determine which standards
you need to test to.  Probably UL 950 for safety, FCC part 15 for EMC
and FCC part 68 for telecomm.  Then of course you will need to source
the appropriate test labs to do the testing.

Then there are manufacturing requirements on top of that.

For Europe, you have the same three categories of testing and the
standards would probably be EN60950 (safety) (Low Voltage Directive),
EN55022 and EN50082 (Europe adds immunity to the emissions requirements)
(EMC Directive), and the Telecomm Terminal Equipment (TTE) Directive
(CTR3 for BRI CRT4 for PRI, etc).  For safety and EMC you can self declare
but it is in your best interest to test at an accredited (by the EU) test 
house).
For the TTE you'll need a Notified Body.  (Digi uses the BABT and I am
quite happy with them).  There are 3 routes to this type of approval and
2 of the 3 have specific quality requirements.

SO the basic idea is first to determine the equipment's category, determine
the appropriate test standard, determine the applicable approval route
(self declaration, type examination, etc), source an accredited lab, and
get the quality/manufacturing issues handled.

This is a VERY quick overview.  The details will keep you busy for years.

My suggestion,. find a mentor quick!!  and then of course wipe your social
calendar clean and be prepared to spend hours reading!!

I have worked as a designer for a year in software company.
I think graphic is one of the important thing to comunicate with computer.

Could you recommand a good and easy book to know about telecomunications?
Could you tell me what the definition of telecomunications is?
Does it mean everything to comunicate with computer?
