Here I open again the subject under a new cover.

I think my question, and underlying honest intend of use, was not
clear in my previous writing.
Its why I comeback on the subject 'what is a Radio Frequency (RF)
measurement device'. Please read on, do not answer here.

Later, when I have that definition, and only when I have that, I will
be able to comeback on the initial subject 'when do I need a license'.
Please do not answer here on this now, read on.

Let me try to give a clear overview and clarify this:
 The intend of this writing is NOT (NOWAY, BY NO MEAN) to try
  to use any RF measurement tool as a disturbing intentional
  radiator or in a outlawed signal capture mode.
 The intend is NOT to couple by any mean, and in such a way,
  a measurement tool in order to be able to disturb or monitor
  specific private or official outside world RF signals.
 The intend is to use it as a real measurement tool (like for EMC).
 The intend is to use existing or home made tools as measurement
  devices (for instance for some pre-compliance tests or alignments).
 Please don't look for ANY hidden or evident bad intend of use
  and operation, that's outside the scoop of my question.

Here is the question. 

Who can give an 'official' definition existing and specified somewhere
of:
  What's a RF measurement tool (and in what aspect is it different
  from radio communication equipment who govern, I believe, the
  requirement for a license) or do the meaning of RF measurement
  tool different from radio communication not exist?

In the later case (when not exist), how do you explain the
 'radio communication' aspect of a measurement tool who can, for
 instance, be designed and used as a direct link between the UUT
 and the equipment?  I'm thinking for instance of a RF wave
 generator to align filters and a oscilloscope to monitor signals.
 When I push the ball a little more, is any signal processing
 circuit (like a TTL) then a radio communication device?

Honestly I think that a RF measurement device (tool, circuit,
 equipment) definition must exist but how and where is it defined
 to be not part of the radio communication aspect?
Where are the limits between both?
