I don't have your answer BUT:
(1) The Telecommunications Industry Association has an office in Bejing
that can get the answer for members. If you're a member, call them,
if you're not, you haven't paid your dues.
(2) Generally speaking, I hope you're not building phones on spec, for
China. The Chinese authorities are selective in whose products they
accept. If they want your stuff, they'll tell you how they want it.
