I have a question I trust someone can answer (Perhaps VIC)

Does a LEASED LINE device require DC continuity between "tip" and "ring" to
be approved or certified for use in Canada?

The device in question does not dial (no DTMF or pulse dialing) does not
respond to ring, but is designed for dedicated leased or private line
service. The device of course then is not a "loop-start" or "ground start"
device. There are no "billing protection" issues known.

Reviewing the CS03-8 document, it appears most of the tests are N/A, except
perhaps, levels, transverse balance, etc.,  and of course safety issues.
