The term "LEASED LINE device"  is a European nomikker.  It has very little
meaning in a North American context. 

Both CS03 and Part68 impose that you comply with certain specifications
that seek to ensure that the equipment will not harm the networks.  Either
you meet the requirements or you do not.  If certain tests do not apply,
than you mention that in your report.  If the equipment does not produce
2600 Hz, you meet the test.  If it does, than the 2600 Hz could creep into
other connections and might still harm the network if you don't comply with
the CS03 and P68 requirements.

In any case, a talk with the people doing the approving if you claim
exemptions seems a good way to start the process. They are approachable and
read TREG.

Safety requirements are not administered by the FCC or Industry Canada. 
You can have your pick of Conformity Assessment Bodies (CAB) there, who
work on behalf of the Electrical Authorities having Jurisdiction.
