Reference Vic's query on Approval Authorities, NBs etc.

My understanding of the system in the UK is as follows:-

Regulatory Body.  This is OFTEL, who are responsible for telecom regulato=
ry
matters, licence conditions and appointment of other bodies.

Approval Authority.  This is BABT who issue telecom approvals against
national standards.

Notified Body.  Until recently this was only BABT, but now BSI have also
been appointed as a Notified Body for the TTE Directive.  These issue
approvals under the Directive for which they have been notified (could be=

more than one Directive).

Designated Laboratory.  These are test laboratories who have been appoint=
ed
by a Notified Body as being acceptable for carrying out mandatory Type
Testing.  (Not applicable where the self declaration route, eg for EMC an=
d
safety, is being used).

Competent Bodies are not used for the TTE Directive, but are for the EMC
Directive.  They are the bodies that approve the Technical Construction
Ffiles for self declaration purposes.  In most cases Competent Bodies are=

EMC test houses who are also Designated Bodies for EMC type testing.


There is plenty of scope for confusion, particularly when several
organisations, ie BABT and BSI, have been appointed under more than one
group.  Appointments are also on a per Directive basis.  The situation in=

other EC countries should be similar.
