As the former chair of the CSA subcommittee on C22.2 No 225 and the Bell Canada rep, I can say that Bell requiring 225 is no accident. Even though, technically, the equipment in CO's is (mainly) not subject to the code, and work done by Bell in other equipment rooms is not subject to inspection, the altern- ative to requiring CSA certification would be for Bell itself to evaluate all the equipment from all its suppliers.
