As I understand, the intent is that, yes, ETS 300 386-X will become a suite
of harmonized standards but there are no firm dates for implementation.
Apparently, ETS 300 386-2-2 was recently voted on and passed and is now
awaiting publishing in the OJ.

ETS 300 386-1 is the overview document which defines scope and definitions.
Unless much has changed in the few years since it was published as an ETS,
ETS 300 386-1 covers the following ground (with specific reqts in product
specific stds, ETS 300 386-2-X):
  - Switching equipment
  - Transmission equipment (this is the one which successfully passed
    voting)
  - Power Supply Equipment
  - Supervisory Equipment
  - Tariff and Billing Equipment

Specific EMC reqts for radiocommunications equipment are covered in other ETSs
such as the one you've noted (there are others as well).
