     Here are the answers to your questions and concerns, respectively.

     According to clause 7.1 of ICES-003 Issue 3, CISPR 22 is accepted as an 
     alternate standard in the form of CAN/CSA-CISPR 22-96 to C.108.8-M1983 
     and FCC Part 15. 150kHz is the lower CE limit for CISPR 22 if you are 
     or will be applying CISPR 22 to your product.
     
     >What about a phase-in period?
     
     From memory, this was discussed in this forum a couple of years ago. 
     However, according to Q8 of EMCAB-3 Issue 2, for new equipment that 
     have been compliance tested after April 1, 1995, the product must be 
     labeled to indicate compliance. After April 1, 1996, all such equipment 
     must be tested amd marked. An example of this marking is given in Q10 
     of EMCAB-3 and in the Annex of ICES-003.
