According  to  the  FCC-15  rules,  section  15.33 (b)  (1)  "Except  as
otherwise  indicated  in  paragraphs  (b)(2)  or  (b) (3),  for  an
unintentional  radiator, including  a  digital  device, the  spectrum
shall  be  investingated  from  the  lowest  radio  freq. frequency   for
which  signal  generated  or  used  in  the  device, without  going  below
the  lowest  frequency   for  which  a  radiated  emission  limit  is
specified, up  to  the  frequency  shown  in  the  following  table:

Highest  freq.  generated or                       Upper  freq.  of
measurement  range  (MHZ)
used  in  the  device  or  on  which  the  device  tunes
or  operates

I  think  the   question  is  what  lowest  and   highest  mean   as
indiaced  above?

If  this  message  is received  by FCC-15  staff, I  would  request  them
to  clarify  this  issue.

         I am under the impression for FCC pt15 it is ten times highest
clock frequency, which in your case that would be 10 * 100MHz
