Hello Rich: When designing transformers, the core has never bought us anything with regard to insulation. We have seen some ferrites that might be able to be considered as suitable insulators, but this is not the norm. If I remember correctly, I think there was some discussion on this matter about 1.5 to 2 years back? If your interested, check the archives...

It appears that the spacings would be correct if the core material was not considered. I believe this to be an oversight made by the transformer designer.
