Our lab does Bellcore but is not NRTL. I believe UL, our parent company, is though. Our lab has A2LA and various other accredidations and certs. We have been doing Bellcore for several years without any problems. When a customer comes to us for qualification testing we know we have to submit the test plans to Bellcore for approval before test initiation. It is my understanding the Bellcore has never actually "approved" any lab other than their own.
Cost of testing is based on the number of requirements involved. It can run as low as about 10 - 15K all the way up to 60 - 70K.
