Just for starters since you mentioned PSTN, BRI I assume E1 trunks by default you should look into CTR12 CTR13 CTR3 The rule is taht any time you connect to network you must comply to TTE directive in order to place it on the market What you have to test fall out from you conetivity,type of ports and services you provide in the equipment.
Unless you want to mark it with crossed X saying that equipment maybe connected to network but it should not be connected, I believe that is not your intend You should contact DTI in UK good dirrections from there, but should at least have information on hand what precisly product supports and how if fits into network.
