Alan,

(Every question that starts with "why" gets a answer that leads to another
question that starts with "why" and eventually to the question, "Why is
there something, while there could be nothing".  Only theologians can
answer that question.  Suggest you stick to questions that start with
"what", "who" and "when".)


All equipment needs to comply with the TTE Directive, if it falls under the
TTE Directive.  You're asking thw wrong questions.

(1) Read the TTE Directive and determine whether the equipment falls under
its scope.  If you think it does, that sets one course.  If you think it
doesn't that sets another course.  If you're not sure, hire an expert.

(2) If the equipment falls under the TTE Directive, read on and find out
what the "essential requirements" are.  Determine whether you meet those,
etc., etc., etc.

Somehwere along the line you'll stumble across CTRs and all this good
stuff.
As you describe the equipment, there would be CTRs applicable to it.

You've got an enriching experience ahead of you.
