EMC radiated emission requirement that any telecommunication equipment
if not located in a "telecommunication centre" must meet class B limits
will hurt telecommunication equipment manufacturers. It will be the cost
of ignorance to participate on standards developing body. Customers will
ultimately pay for something they not need. It is much more effective to
participate in developing new standard, than to modify adopted and
published one.

In 1991 I helped to block the same proposal on ETSI EE4 by lobbying
larger manufacturers participation from different ETSI members at the
specific meeting in  Sophia Antipolis Cedex,  France. There were enough
votes to reject proposal. Although delegates on EE4 formally represent
1/3 manufacturers, 1/3 users and 1/3 government/enforcement agencies,
average meeting attendance by manufacturers was less than 10 percent.
