Standards are for sale only.

Reason for this is that they are written by specialists, member of a private
organization
(ETSI,  IEC or CISPR , CENELEC). Standards have  no relation to any
government,
and have no legal status, unless referenced to in official publications.

This is the reason too that compliance to official standards gives
you (in the case of ce-marking)  no prove of compliance with CE-directives.

If that would be the case, the european government were to give part of
their hegemony to a private organization; impossible of course.
