        Treat this as speculation but....

        The latest information I have (from DTI in the UK) is that 
after the recent failure of ACTE to agree on CTR21, a European 
Council meeting will be held to consider the matter. This will 
happen in 2 or 3 weeks time. There are 3 possible outcomes:
 
1.  If it passes this meeting, TBR21 will be back on track to become 
a CTR in the normal way.        

2.  If it fails unaminously, then it is in big trouble. 

3.  If it fails, but the the 'fail' decision was not unaminous, then 
the European Commision has the right (and rumor has it that they are 
determined to use it), to override any previous decisions, and force 
it through anyway. This could take some time, but if the European 
Commission wants to do this, then it is theoretically unstoppable 
(leaving political, behind-the-scenes horse trading aside).

        I am told the UK will be voting 'YES' in the forthcoming council 
meeting, so option 2 is out. So, it's a matter of waiting a few weeks 
to see whether CTR21 will be adopted by everyone soon, or whether the 
seemingly incessant wrangling will continue.
        Hope this helps. I would be glad to hear from anyone else who can 
correct what I've heard / cast more light on this subject.
