As far as I know all COs in the U.S. & Canada *do* provide answer
supervision on ground start lines to a PBX, but there's always the
possibility of some "mom & pop" rural telephone company that doesn't. <g>

There is no specific "name" for what your asking, it's just part of the
standard "answer supervision" features on a ground start telephone line.
