We built a Power Cross tester that has worked well for us as a pre-complian=
ce tester per GR-1089 Issue 1.  We used a 480V feed to supply a motor-drive=
n 480:480V variac.  The variac output feeds a 480:600V transformer.  =
Variable 480V and 600V is fed to relay-controlled power resistors to =
produce the currents specified for each test.  Transducers are used to =
sense the variable voltages which are computer controlled using Lab View.  =
Interlocks and an external kill switch provide user safety.

The one draw-back is that a specific resistor combination is necessary for =
each test current.  Adding tests that require new currents will require =
additional hardware (resistors and relays) to be added to the tester.  =
Also, for the 1000V test called out in Issue 2 of GR-1089 (Table 4-7), we =
will need an additional transformer.

I've been getting  some expensive quotes on Lightning and Power Cross
testing from a few test houses.

Has anyone built these testers from scratch?  If so, would you be willing
to share how you did it and some of the pitfalls?  Any textbooks out
there that detail this kind of information? =20

Any ideas on how to do this would be appreciated.  It would be nice to
save some money and have more flexibility in testing.
