The most frequently mentioned standard I have found is BSI's standard 
DISC-PD-2000-1:1998, "A Definition of Year 2000 Conformity Requirements."  
This is a two-pager available from BSI's web site:

Other specs pertaining to "standard" representation of dates include:
1)  ISO 8601
2)  Bellcore GR-2945-CORE - Year 2000 Generic Requirements:  Systems 
and Interfaces, Issue 1, December 1996, Page 1-3

I do not have a copy of either of the above, but allegedly the ISO 
spec defines a format of CCYYMMDD so that July 2, 1998 would be 
represented as "19980702".

Please feel free to call, as I am looking for anyone else who has 
been "selected" as a Y2K compliance guru.
