Yes it would appear very difficult to test to a document which is just a Report and not something that has been written with the intention of being a compliance test document for the U reference point. I have over the last 12 months or so had to 'demonstrate compliance' with ETR 080 for several clients' products, in order to secure the Ministry of Telecom Type Approval Certification in the Russian Federation (as the U ref.point is available). It wasn't easy and the labs themselves weren't able to test to the ETSI Technical Report...... in the end we were able to put together a test procedure and the tests were carried out at the clients in-house certification lab. If there are any third party labs that have the capability to make such tests then I too would like to know as would make life easier. In Belarus a while back I tested product on the Operator's site for both S/T and U, but not to ETR080, this was more an interworking verification with their Siemens EWSD switches.
