Even though the FCC has streamlined the approval process in the last few
years I had doubts they would relinquished all controls.

I agree approval costs will probably go up, but it would be chaos without
FCC controls.

I also think these changes are subject to modification.  After the industry
has had enough time to provide feedback there will be some fine tuning.

I have had time to give those 59 pages a bit better read.  Seems there is a
business opportunity there.  Nowhere does it say what the "designation"
criteria are, that is, how is the designation authority going to make sure
that the applicant understands every aspect and application of the
laws of Upper Slobovia ?  Spoke to NIST recently and they certainly don't
seem to have any intent to set up a shop that knows all these things about
all these countries and can evaluate whether the
applicant can indeed the requirements in the MRA.   It would appear that if
the US requires 
participating Labs to take part in more or less regular sessions on how to
interpret the rules, all other parties may have the same notion.  That
would ofcourse lead to all the "biggies" in the Conformity Assessment
business traveling from meeting to meeting around the globe.  Since that
runs expensive, I am expanding my Consulting Agency to maintain a data base
on the requirements on a global basis and engage the services of other old
geezers to travel the world to all these meetings and audit CABs on whether
they know what they are talking about.  Applicants must qualify for all old
age travel discounts.  This service could be made available to "Designating
Authorities" around the world provided they are willing to pay for wheel
chairs. 

Ofcourse, I will be in the business of acrediting the auditors, that is
where the money is.
