The FCC has granted 2 waivers so far to allow for registration of DSL
equipment under Part 68.  The waivers relate to the requirements of
68.308(e)(1) which DSL cannot meet.  Alcatel has submitted a petition for
waiver of the same section for their DSL equipment. Comments are due Nov 19.
Any manufacturer wishing to obtain FCC Part 68 registration for their DSL
can do so through the waiver process. TIA TR41.9 has a working group with a
charter to formulate the Part 68 applicable requirements for DSL devices.
