For FCC certification of terminal equipment you are required to submit a one 
page summary of your quality assurance program signed by your QA 
manager. Coupled with this you must also submit a summary of your 
continuing compliance program in which you declare that you will perform a 
series of Part 68 tests at least every 6 months while the equipment is still in 
production. Results of these tests must be kept on file and made available to 
the FCC on request. (See Appendix G of the FCC Form 730 Application 
Guide.)

Your existing quality system to satisfy 91/263/EEC requirements (or more 
correctly 98/13/EC) may well be a good basis for your submittal, however 
you cannot simply declare to the FCC that you have a quality system that 
satisfies 98/13/EC and expect them to accept this. You've got to play be 
their rules and send them what they expect to be sent as detailed in the 
Application Guide. A factory inspection however is generally not required.
