Daniel,

Here's a suggestion.  
To start, you might consider sending  an excerpt out of UL 1950, third ed.,
(cl.1.5) and even the contents of Annex P1 and P2 to your intended audience.
However, I would caution against cutting the compliance department out of
whichever changes are down whichever pipe....lack of the proper level of
involvement might lead to a rather nasty slippery slope since component
changes usually lead to layout changes, etc.
