Daniel,

Such a list would greatly depend upon your product, the standard to which it
complies with, and the particular application.  The obvious "safety"
components are power supplies, transformers, isolation bridging components
(from capacitors to optical isolators), etc.  Other components that are
based upon your specific application are not so obvious.   For example,
ordinary switches can become "safety critical" if they are used as
interlocks in a hazardous circuit.  A fuse and PTCs may or may not be safety
critical depending how and where they are used.

Such a list is a great idea;--  in all the companies I worked for, I have
typed certain component specifications as "agency critical"  (we have more
than just UL to worry about!).  This puts our purchasing department on
notice not to substitute "like" parts without notifying their friendly
product safety engineer and gives the designers an incentive to come and
visit me before they implement such components in their design.  That is the
time to determine whether or not and what impact this might have on the
various agencies.

        state to them to come to the compliance department for all changes I

        like to narrow it down in layman's terms to a detailed list.
