Yes, it is, BUT, EN 60 950 is a harmonised standard only and the Technical Regulations call for compliance with the "essential requirements" of the applicable Directives, NOT for compliance with EN 60 950. If you wish to go the "essential requirements" route rather than the "harmonised standards" route (and I don't recommend that), than you need to deal with the language preference of the Notified Body of your choice, which may be Swahili, for all I know.
