Hello Peter,

The objective of these tests is to ensure that there will be no shorting
which would create an electrical shock hazard.  This is not an
operational test.. the product isn't expected to operate after this
test.. The post dielectric test is used to verify if any shorting
conditions have occurred as a result of the OVT that would create a
shock hazard. To answer your question, Yes, your scenario below would be
an acceptable result.
