Hello Dwight I do not believe you need to make any changes to the FCC registration code, since as you say yourself, the FCC have no rules for xDSL technologies. This has cropped up before and at that time no change to registration codes was required. As regards the Industry Canada, they only have a standard for ADSL and not HDSL, so I would guess the same applies. Unless anyone else knows for sure, contact Industry Canada. I find getting hold of someone to answer this kind of question a bit easier than can be said for FCC - no disrespect to anyone there of course.
