Good Morning Kim! At TUV Rheinland I have always followed the recommendation made by my friends at UL in their PAG (practical application guide) to UL1950. The subject of CD-ROM manuals is discussed.
The manual may be on CD-ROM. However, safety critical instructions and enough instructions to allow the user to access the data on the CD-ROM must be provided in paper format. I require this for all of my clients who have EN 60950 certifications.
