Richard, The EN60950 issue3 should be adopted in Europe by the end of the year. It was previously expected to be in September, but some countries were not OK.
It should be adopted in each european country about 6 months later, depending of the work the national comittees are doing. I don't know any kind of document explaining the difference between A4 and this new edition. Pierre SELVA SMEE Actions Mesures
