QSIG is normally used in Private Networks, as opposed to Public Networks. I've gone rusty on the subject but believe that it has been standardized in ISO or JTC1, where a Subcommittee of TIA TR41, dealing with Private Network considerations, functions as the US Technical Advisory Group on the subject. The Signaling method also was standardized in ETSI, I believe. This is not typical Bellcore territory.
