Let me also give the informations which I heard:
A DECT fixed part (base station) complying to CTR22 (Generic Access Profile
or GAP) offers a common air interface which can be used for any type of GAP
compliant DECT portable equipment. Especially in this relation it must be
seen that there are data adaptors available which are based on DECT and GAP
(CTR22). A combination of a DECT base station with a DECT data adaptor is
of ocurse non-voice equipment and there within the scope of CTR21. As the
DECT base station itself might be approved, it is not assured, that it will
be used for voice or non-voice only. Due to this reason, is more easy to
understand, that (some) notified bodies accept CTR21 as network access
regulation while other do not.
