According to Palm's Executive Office Customer Service: One GSM provider can't unlock a phone that is locked to another company's system. In any case, T-Mobile never sold the 650.
Palm says that their repair policy is that they may choose to send back a replacement unit. Even if they do return the same unit, if they receive it unlocked they will return it locked to the carrier who originally sold it.
