Short answer: I don't believe there is a way to do this 100% of the 
time, because each application has control over what is displayed.  So 
if the particular application she is using doesn't have a time display, 
then she won't see it.

Many applications do display the time by default - for instance, the 
system launcher has it, as does the Phone App.  Chatter and TakePhone 
also display the time.

These options may not be ideal, though, because usually the time is 
shown in relatively small text in the menu bar or on top of the screen.

An approach I would suggest is to use a KeyGuard application which has 
clock display.  The one I use is KeyGuardTime+, which is freeware 
(http://mytreo.net/downloads/keyguardtime,640.html).  If you turn on 
KeyGuard, and set up KeyGuardTime+ to display a large clock, then the 
client can simply press any button to turn on the treo and the time will 
be displayed as part of the keyguard.  A press of the center button 
unlocks the treo, if she wants to use it (other than to check the time).

(BTW - the system key guard displays the time, but it's in a small font...).

Would that work?
