No. WebOSDoctor is for totally wiping your phone and starting over with a clean device.
webOS updates are downloaded over-the-air (via Wi-Fi or cellular data connections) and install on top of your existing version, meaning nearly everything in RAM stays put (a random setting here or there might need to be re-inputted).
