I use SplashID on my Pre. There is no SplashID specific folder in the USB drive of the Pre. I believe you can put your vID file anywhere in the USB drive, and SplashID on the Pre will find it. I already had a "Downloads" folder created in mine, and I put it there. When I started up SplashID on my Pre, it found my vID file there without issue.
