I've had a Sprint Pre since day one. I have had only 2 easily resolved 
problems. I have had The Pre Plus (for work) for about 6 months.

Here's the difference.

Pre Plus has 2x the memory (I still haven't filled the memory on the Pre)
Pre Plus comes with the Touchstone back
Pre Plus replaces the Pre button with a tactile bar (which never bothered me)
Pre Plus is reported to have a better keyboard but I see no difference between 
the two
Pre Plus has a mobile hotspot.

Pre monthly usage on Sprint: $70 plus tax & fees
Pre Plus Monthly usage on Verizon: $150 plus ...
I have no idea what AT&T charges.

Be sure to avoid the regular Pre that I believe only Sprint still carries.
The newer Pre Plus has a lot more going for it and is available from
Verizon, AT&T, and others.
