Aha. /dev/serial/by-id contains symlinks that can be a map from serial id (e.g. DM01L2BU) to device (../../ttyUSB1) and this is the essential subset for an ad hoc solution, I think, but I'd still be interested to see how to be "pure" with respect to Udev.
