Regardless of this, I still think it was irresponsible for the op to ban all of moya for the actions of one user.
From discussions with the ops on #debian, apparently they're not used to multi-user machines being irc clients. Because of that they assume all hosts are single user. As soon as he found out it was a multi-user machine he removed the ban.
