The short answer (unsurprisingly) is no.

The long answer is somewhat more complicated.

However, if you are simply talking about UPC bar codes, then
you need to visit the Uniform Code Council's web site. They
have a scheme where the digits are broken into three sections.

From
http://www.uc-council.org/ean_ucc_system/membership/need_upc.htm

There are three parts that make up your 12-digit GTIN <javascript:show('definitionBox',56)>.

  1. Your UCC Company Prefix <javascript:show('definitionBox',52)>
     (number provided by the Uniform
     Code Council)
  2. Your Item Reference <javascript:show('definitionBox',53)> (number
     you assign to identify your
     individual products)
  3. Check Digit <javascript:show('definitionBox',54)> (validates the
     accuracy of the number)

That means that each company is responsible for their own
"subnet" of UPC code space.

So really, what you're looking for is a database of databases,
since UCC keeps a list of Companies and each company keeps a
list of their own product codes (called GTIN's).
