I had replaced the contents with a list I found on the Ubuntu Forum. I
neglected to add the
country code on the front of the urls. After I did this and did the
apt-get update I was able to get my package.

Do an apt-get update, then the install. Apt needs to read in the
packages available in universe before it knows it's there to install.
