It takes Ruben ~6 months to do a release (strip out non-free software and  
make necissary modifications).  We are always about 6 months behind Ubuntu.   
What AndrewT said is correct.  It is basically 99% done.

I don't want to speak for ruben but if you watch his 3.5 video he says he  
waits a month or two after a Ubuntu release to make sure the upstream ubuntu  
people iron out most of the bugs.  Since 11.04 isn't even done there is no  
point in starting.
