Indeed, Ubuntu has always been based on Debian GNU/Linux and I believe you mean Ubuntu has chosen Unity as a Shell. However every popular alternative (e.g., the recent GNOME-Shell) remains installable from the repository and I do not understand the problem it makes for someone cooking her own distribution from these packages. Trisquel is such a distribution (although, importantly, it has its own repository which mainly is a copy of Ubuntu's minus proprietary software).
