There is another option I proposed some time ago: Miro Community. [1] Miro Community is a service that allows you to create a video website. You can publish videos in any format (Theora, WebM, etc), but these videos are not hosted by Miro Community, just embedded from other services. I use it to publish videos in Theora hosted in VideoBin and the Internet Archive. [2]
